وثيقة خطيرة..تتسرب فى المؤتمر..تجعل الدول الفقيرة تغلى...الوثيقة نشرتها الجارديان البريطانية..تقول الصحيفة ان وثيقة عن المؤتمر..وعن اتفاق سرى للدول الغنية بمباركة الامم المتحدة.....مفادها..ان الدول الغنية من حقها ان ترمى ضعف الكمية من ثانى اكسيد الكربون..مقارنة بالدول الفقيرة..والقيمة محسوبة لكل مواطن..
الوثيقة " المؤامرة "..تم فهمها على وجهين..الاول ..احتكار الطاقة لصالح الدول الغنية..وحجبها عن الدول الفقيرة..بان تحدد حجم الطاقة المحروقة لكل مواطن..والضعف للدول الغنية..الوجه الثانى ..السماح للدول الغنية بانبعاثات من غاز ثانى اكسيد الكربون ..ضعف الدول الفقيرة..مما يعنى ان الدول الفقيرة..مطالبة بالحد من التلوث ضعف ما يتطلب من الدول الغنية..بضعف الاستثمارات طبعا..العجيب ان الاستثمارات التى تتطلب للحد من التلوث..سيتم صرفها من البنك الدولى..يعنى بالبلدى..تحكم اقتصادى..وسياسى..وبيئى وامنى..واستعمارى...عكس اتفاقات كيوتو السابقة...الوثيقة التى تسببت برفض حاد من مجموعة دول ال 77..وهى الدول النامية والفقيرة..اثارت جنون الدول النامية..مما يهدد المؤتمر بالفشل..وعدم التوقيع على اى وثيقة...تقول الصحيفة حتى قبل ان يبدأ المؤتمر " الدول الفقيرة تحس انها ستسحب القشة الاقصر حين يأتى الدور فى القرعة على من يموت اولا "....ومازالت الدول الغنية تتأمر..والدول الفقيرة..تشعر بالتعاسة والغبن..فى مجتمع دولى لا عدل فيه...مازالت الامبريالية...تشعر ان مواطنها افضل...واحق بكل الثروات..وكل الحماية..وليذهب الفقراء الى الجحيم...

Developing countries are furious after the leak of a text said to be an end run around the UN negotiations.
A leaked ******** at the Copenhagen climate summit has developing nations in a rage. They say the paper would hand more power to rich countries and remove climate talks from the auspices of the UN. Even before the Copenhagen climate summit began, developing nations were worried that they were once again going to draw the short straw. Now, with the conference just three days old, negotiators from poorer countries are livid about a leaked ******** they say proves that the developed world plans to reserve power for the rich.
The ********, which was leaked to the Guardian, has been interpreted as an effort to wrestle control of anti-climate change efforts from the auspices of the United Nations. Developing countries also say it would allow rich countries to emit up to twice as much greenhouse gases per capita as poorer countries.It is "a very dangerous ******** for developing countries," an unnamed senior diplomat told the Guardian. "It is a fundamental reworking of the UN balance of obligations. It is to be superimposed without discussion on the talks."The text comes from a group known as "the circle of commitment," but the Guardian says it is assumed that the group includes the United Kingdom, the United States and Denmark. "Your prime minister has chosen to protect the rich countries," G-77 Chairman Lumumba Stanislaus Di-Aping told the Danish daily Politiken. "It's not on."According to the ********, control of climate change finance would be handed over to the World Bank. It also represents a departure from principles established in the Kyoto Protocol, whereby rich countries are compelled to make deep cuts to CO2 emissions while poorer countries do not have to take action.Di-Aping told Politiken that the ******** represents a parallel process to that taking place at the UN conference in Copenhagen. It is seen as an effort to provide world leaders a text to work from when they arrive next week. But in doing so, it sidelined most of those participating in the summit."You have to listen to all the
countries of the world," Di-Aping said. "That is what democracy is about."
